All Safe Port Working (ASPW)

ASPW is used in voyage communications, daily port reports, and Statements of Facts to confirm that prevailing weather, sea state, tidal range, labor availability, and terminal infrastructure permit normal cargo operations. When a port is declared ASPW, it indicates there are no safety-related impediments such as high winds, heavy swell, strikes, equipment breakdown, or berth restrictions affecting performance. This declaration is operationally significant in laytime and demurrage calculations, as time will typically continue to count while the vessel is able to work safely. If conditions later deteriorate and the port ceases to be ASPW, stoppages may be logged and evaluated under the applicable charter party clauses. The term therefore plays a practical role in documenting responsibility for delays and protecting the contractual position of owners and charterers.
